When you are born, you are born with all the follicles you'll ever have. The number of hair follicles on your body doesn't increase or decrease. During laser treatments, the laser stimulated the hair that you already had in those follicles to become thicker, bigger, and longer, because there wasn't enough pigment in the hair for the laser to destroy the follicle. Remember, even "successful" laser hair removal doesn't remove ALL hair permanently, but only about 75%. Once the hair has been treated multiple times, it loses its pigment and laser can't treat unpigmented hair (it's why people with blonde, white, grey or red hair can't have laser treatment). This is why, in 1999, the FDA classified Laser as permanent hair reduction (as did the AMA (American Medical Association) and the TGA (Therapeutic Goods Association). Electrolysis to the rescue!
